  3. Make the Dough: In a separate bowl, mix together the all-purpose flour, baking powder, and salt. Gradually add 1½ tablespoons of water and stir until a slightly tacky dough forms. Knead the dough a few times until cohesive.
  4. Roll It Out: Lightly flour a clean surface and roll the dough into a strip roughly 4 inches wide and about â…› inch thick, preparing it for filling.
